Try putting the “c:\path-to-php” in your PATH system variable and position it before the “C:\path-to-mysql” entry in Windows.

An error occurred. The error code was 3221684229. The message was Access is denied…..’ url=’http://www.ilertech.com/2009/11/an-error-occurred-the-error-code-was-3221684229-the-message-was-access-is-denied/’ ] The only way around this I found was to set the compatibility mode to Vista SP2.
